After first offense, they should be required to go to class to learn the laws and provide them with solution to problems, like conflict resolution or what to do when they find themselves with no money or no food. Educate and empower them.
If they do it again for the same crime, deport. If they are charged with a different non violent crime, or non breaking and entering or take crime, have them take the class one more time, and tell them that any law they break after this (except for minor traffic violation where no one gets hurt) they instantly get déported and blacklisted.
Crimes involving breaking and entering, sexual or physical harm need to be tried fairly, with equal determining if guilty or innocent (of they needed to genuinely defend themselves for instance and they're attacker was harmed in the process)... They need that fair trial by jury first.
If determined guilty by a jury in which half of the jury members are the same race as the accused, and members of that same race have different political beliefs and affiliations... Then instantly deported. Both same race and non same race jury members should have varying soceo - economic status, education level, and political beliefs / affiliation so as to not get a biased and inhumaine, or unfair vote.
