I do not think laws regarding these products directly is the best way to address this issue, and attempts to increase use of biodegradeable products can backfire significantly if not done carefully. (Both in unfairly harming disabled people who need disposable items, see straws, and in seeming more environmentally friendly but actually being less so due to less-obvious issues in the production process). Instead, I think all vendors with self-serve soda fountains should be legally required to both allow and give at least a small discount to patrons which use their own reusable cups and straws.
