No, however it needs more regulation and should only be used as the very last of last resorts and should only be used for the least amount of time necessary, instead of the overuse that's happening today - and should prioritize being used on inmates who are a danger to themselves and/or others. Long visits in solitary confinement is damaging to everyone but more so to children whose brains have not fully developed yet.
