There should be standards/policies for criminals to meet before they are allowed to vote, such as completing parole/probation, but also volunteering, attending therapy or programs, etc. If they truly wanted to vote, they will put the effort into doing research on policies, and dedicated to change. If they are not dedicated to better/change themselves in whatever it may be, then who is it to say they want to better/change the world they want to live in.
