Yes, for dealers, and if a drug possessor caused public safety issues and/or child endangerment, and then the sentence should include a medically appropriate rehabilitation program. And, no, for offenders whom cause no harm to others and would be better suited to mandatory rehabilitation as a preventative measure for public safety. This is a medical and mental health issue with potential for harm to others.
