All firearms sold to urban residents should require a permit for a specific kind of use (such as recreation, with yearly re-certification), and should be subject to total number of weapons owned type restrictions, and proof of use at designated recreational facilities (such as a shooting range, or have a signed form of proper use filed by a parks service worker in the case of hunting weapons used correctly.)
