Ideally, more efficient prisons should be designed and constructed, funding for prisoner education and skill building should be increased or better used, electronic monitoring established as a safety net, and the former prisoner should give back to their community through daily services. A system or working body can not be totally effective with disproportionately weak and sturdy facets of its foundation.
We need and should strive to achieve a strong and sustainable version of each of the above pillars. So, essentially (though rather narrowly), some non-violent prisoners should be released under electronic supervision and the legal and moral obligation to carry out daily acts of community service.
