No foreign terrorism suspects should not be given constitutional rights unless they are a natural born citizen, or have become a naturalized U.S citizen and ONLY if NO correlation to terrorism is proven. Examples of scenarios where constitutional rights should not be given. (Ex. seen/images/recordings with terror groups, involvement in any sort of terrorist related speech, highly suspicious activity in the past in relations to their home country or even out of country areas or provable terrorist ideologies/ beliefs.)
