If the necessary actions were not taken to evaluate on the person has been given a weapon, then yes, however, if all procedures were followed and it was an impossible factor to see coming (such as hidden mental illnesses) than no, but maybe consider suing the parents of the individual who could have seen signs of abnormal behaviors and neglected to acknowledge them. (All of this should be managed by each state; federal government should not have to interfere.)
