It'll be a long process to determine what "undeniable evidence" is. In that time period we spend debating whether or not they're going to do it, the terrorist can attack the nation. It's better to capture the potential terrorist, treat them as if they are one of our own citizens innocent until proven guilty, but while we debate the evidence they'll be tucked away in a place where we can guarantee our citizens' safety.
What about other countries do they not matter? Why wait when you can take them down before they can
potentially hurt people.

Assassinating a leader of a terrorist group may lead to the attack being stopped but there is also a chance that it wouldn't and would instead lead to the group doubling down while proclaiming the leader a martyr. There is also the issue of power vacuums, killing one person rarely ends a movement, often only fracturing it leading to possibly even more radical groups.
What is a defining line of undeniable evidence. people can just make the excuse that they look like a terrorist even if there just a normal human being
