1) At best it would be petty theft of something with a monetary value of about $5.
2) It wasn't stolen. Ashley Biden abandoned it. You can't charge someone for theft of an item they found after it was left behind

I did comment on it. Just like was the case with the Hunter Biden laptop story, chain of custody is important. The original item can belong to a person and can then subsequently be tampered with because multiple hands then touch it, as has happened in both cases. And you buy it.
