That attempt has been tried before, and while there is some benefit to standing up the program, most of an officer's time is taken up by violent calls that community-based responders wouldn’t be equipped to handle. Additionally, this often leads to delays in police response when a community responder arrives on scene and then realizes a police response is more appropriate.
